As of October 21, 2024, the Law on Industrial Emissions No. 227/2022 entered into force, marking implementing an integrated environmental permitting system. This will include applying the best available techniques (BAT) and establishing generally binding rules for operators, as well as a system for monitoring compliance with the conditions of the integrated environmental permit.
The new integrated permitting system covers emissions to water, air, and land for each installation (pollution source), simplifying procedures by eliminating the need to obtain separate permits (for air emissions, wastewater discharge, and waste management) for a single activity.
In this regard, in order to raise awareness and increase understanding among businesses in the Republic of Moldova, AmCham Moldova, with the support of the Future Technologies Project, funded by USAID, Sweden, and the UK, organized an event related to the new mechanism, which addressed the following topics:
- The permitting procedure for industrial and economic activities posing significant low/low risk to the environment (as per Annexes 1 and 2);
- application of Best Available Techniques (BAT);
- emission limit values for installations;
- emission monitoring and compliance verification.

The webinar emphasized the importance of the transition period, initially estimated at one year but which could be extended to two years. During this period, economic operators need to prepare for the submission of the necessary documents to obtain environmental permits or integrated environmental permits.
